David J. Kramer represents both public and private sector clients. In the public sector, he provides general counsel services to both elected officials and their administrations. David routinely deals with federal and state constitutional issues, due process proceedings, open meetings, parliamentary procedure, public records, public employment, school funding, student rights and student discipline, government contracting and procurement, regulatory compliance, capital improvement planning, bond financing, special education, and technology. He is one of a handful of lawyers in Nebraska who practice before the Commission of Industrial Relations where he can provide political subdivisions with assistance in comparability analysis, collective bargaining, contract administration and litigation.
David assists private sector clients with traditional labor and general employment law, employment-related litigation, strategic planning and government relations, primarily at the state and local levels. He has been active in the national, state and local political arena. David served on the Republican National Committee for eight years and was a candidate for the U.S. Senate in 2006. He is a former party chairman and has been involved in numerous successful races and ballot initiatives. Because of his longstanding political involvement and relationships, David is able to work closely with clients and their registered lobbyists to strategically achieve their goals. David is also well versed in both state and federal election law and routinely provides advice regarding regulatory compliance for campaign committees, ballot issues committees, political action committees, corporations and trade associations.
David is fluent in both Spanish and Portuguese. As a result, he has counseled clients in a variety of areas relating to international business. David served for 15 years as Baird Holm’s primary representative to Lex Mundi, the world’s leading association of independent law firms which enables him to serve as a resource for clients and attorneys in identifying and managing relationships with international counsel. His language skills have also proven particularly beneficial to clients involved in litigation, as he conducts depositions and witness interviews in Spanish.
Since 2007, David has been selected by his peers for inclusion in The Best Lawyers in America® in the field of Government Relations Practice. He has also been recognized by Great Plains Super Lawyers in the practice area of Government Relations.
